Jennifer Funn presently serves as the Retail Revitalization Program Coordinator for Branch Avenue In Bloom at the Maryland Small Business Development Center (MDSBDC), University of Maryland-College Park. Her current work with Branch Avenue in Bloom has already netted many successes; including being a highly visible and tangible example of progress to an area affected by economic downturns and limited business development.

Prior to her work with the MDSBDC, Ms. Funn was the Main Street Manager for Dundalk, Maryland. While there she developed, coordinated and implemented Dundalk’s Main Street revitalization, which resulted in awards and recognition by the National Historic Trust for Historic Preservation. In addition to her exemplary skills in project management, business development and marketing, Ms. Funn has the natural talent of fostering long-term relationships with and among all community stakeholder – businesses, government and residents, alike.

During her 20 years in the Baltimore and Maryland Capital regions, Ms. Funn has not only worked to enhance communities in Baltimore and Prince George’s counties, but she also earned the title of experienced entrepreneur. “By the Bay Café” is where, as proprietor, she further honed her business management, supervisory and analytical skills.

Ms. Funn was formally educated at the Virginia State University, where she received a Bachelor of Arts in Sociology. As a testament to her drive and commitment to being a community leader, Ms. Funn, who is a New York native, has chosen to make her home in Dundalk, MD.

Russell C. Teter III has been with the SBDC for 14 years as of this July. He was promoted to Director of the Northern Maryland Small Business Development Center Network in 2003. Russell has personally aided over 13,000 entrepreneurs in improving their economic situation; his assistance has led to the acquisition of tens of millions in equity/debt financing as well as the creation and retention of thousands of jobs. Three of the last seven “Maryland Small Business Person of the Year” were his clients. In 2008, he received the U.S. Small Business Administration “Innovator & Excellence” Award for Maryland. In 2006 he was officially recognized by Maryland’s Governor and Lieutenant Governor for “[creating] legacy wealth for the minority community by encouraging minority entrepreneurs to be stronger leaders and advocates within their community.” He is also the 2010 Maryland Minority Business Advocate of the Year. Prior to the SBDC, he worked in Chamber management, served in the first class of Americorps, as a legislative aid on Capitol Hill, staff accountant at a CPA firm, consultant on various economic development projects and assisted in the development of leadership material for a non-profit.

Mr. Teter has an M.B.A. in Technology Management and is certified by the Kauffmann Foundation (the world’s largest foundation for entrepreneurship) as a TechVenture instructor, certified NxLevel trainer and trained FrankinCovey facilitator. He has been adjunct faculty at Harford Community College and Baltimore Christian College.

Steven Colella is an experienced economic and community development professional, currently serving as the Business Consultant for Carroll County with the Small Business Development Center. Prior to joining Maryland’s SBDC, Steven served as the Director of Economic Development for the town of Sykesville, where he and his team worked diligently to revitalize the historic commercial district. Under his leadership, the team achieved a landmark success, launching dozens of new events and coordinating a successful campaign to win the title of “Coolest Small Town in America” in Budget Travel Magazine’s 2016 contest. Steven’s educational background is in strategic marketing and communications; he holds a B.A. in English with a concentration in Technical Writing from James Madison University in Harrisonburg, VA.
